error 403

i have bought a phone off someone and have opened my own apple id account and when i tried to open an i cloud account it is saying error 403...i do no thave access to any other apple device so is there any way of opening an account on the phone... i tried to reset the phone and nothing happened apart from it deleted all my pics etc.....
