Safari tabs

Holding down Command while clicking a link in Safari does not open the new page in a new tab but behaves just the same a simply clicking the link. Last week, it would have gotten a new tab. Two-finger press does open a dropdown menu containing Open In A New Tab, however. I have repaired permissions. Thanks
