Strange message from "provider"

Hi, a few minutes ago, i got a message from my provider which blocked the whole screen. The message only contains some text an a ok button. I could dismiss this message while turning off the device. Only the screenshot function was working while the screen was blocked so i made one. Can somebody explain me that issue.
