Travel to that country, change the iTunes Store country to the one you're in, and supply a payment method valid in that country.

You can only use a country's store if you are in that country and have a billing address in that country on your account - are you in the country that you want to buy content from ? If you are then you can update the billing address on your account to be your address there (if using a credit card then that will need to have been issued by a bank in that country) via the Store > View Account menu option on your computer's iTunes.

I want to buy from an App Store in a country in which I don't have a bank account or credit card. The Apple process makes it impossible. If I purchased an APP which is also available in a different country I am not able update it. Example - I buy ABC APP in the UK and ABC APP is also available in Germany. If I am physically in Germany I cannot update the APP I legally purchased without going to the hassle of changing my country and re-entering the payment card. Clearly who ever thought that was a good idea never held a passport or had any idea what a plane was, or never drove to Canada or Mexico. If I go into a shop in the US I can buy a anything using a UK credit card but not if I go into the APP Store.

If you are in the country then does that country have iTunes gift cards to use as the payment method on a new account ?

Being in a country is a requirement of the content providers/rights-holders, they want control over where and how their content is available
