FaceTime in UAE

I bought iPhone 5s from Dubai. I don't even see the FaceTime option it. Why? Is there any way that I can use it?

iPhone 5s, iOS 7.0.4

No.

The government there requires it be permanently disabled on iphones sold there.

I have read through this thread and elsewhere. It seems that some infer if you use a legitimately FaceTime enabled phone purchased outside the UAE and attempt to use FaceTime whilst in UAE, FaceTime can be permanently disabled, even after one leaves UAE. That is a bit of a worry.

Does anyone know if this is the case?
