keyboard shortcuts dont work at all, ios 7.0.4 on iphone 5s

keyboard shortcuts dont work at all, ios 7.0.4 on iphone 5s. No icloud settings.

I had this working perfectly fine on the iphone 5 (with spaces in the shortcuts). I deleted setting on icloud account, deleted shortcuts and turn off/on. Still not working and need a fix.

iPhone 5s, iOS 7.0.4
