If you are asking if you can sign into the same iCloud account on multiple devices, the answer is yes. Just sign in the with same ID and password in Settings>iClou on your iOS deivces, and on the iCloud contraol panel on your PC (if you want to sync that with iCloud too).

Also yes, any given device can only have one iCloud account on it at any time.

I admit I was making the assumption that the op was talking about an iOS device (iPhone, iPad or iPod Touch), not an Apple computer (their use of the word "device" and not "computer" - just the way I think of the use of that term on these forums I guess).

iOS devices can have a secondary account signed in in Settings>Mail, Contacts & Calendars.

The ability to use multiple iCloud accounts applies to iOS devices too. As it states in the first sentence of that support article "You can use iCloud Mail, Notes, Contacts, Calendars, and Reminders with multiple iCloud accounts on iOS 5 or later and OS X Lion or later."

If you mean an iCloud ID, which is in the form of an email, each device can create a maximum of three iCloud accounts. Once you've reached that limit you cannot create another account on the same device.
