Can I make or receive calls on IPad 1 cellular and wi-fi model? If so how do i access the dialing pad? Thank u in advance

The iPad is not a phone, so no. hence the name iPAD, not iPHONE.
Facetime does not make phone calls. It transmits voice over the internet: VOIP. I admit the distinction might not be obvious in practice, but facetime is not telephony.
as of iOS 8 you can now but I would like to see a numeric key pad on the iPad and the computer MacBook or iMac in FaceTime because while making a cellular call from the computers FaceTime or iPad FaceTime which you can do now....example is if you need to Press 1 for English 2 for Spanish etc. etc. You have no ability to do it.... Only direct person-to-person calls can you dial out...I LOVE the feature so much....great when phone is downstairs and call comes through
