BROKEN IPOD TOUCH

basically my friend stole my ipod and he must have wiped to device clean but now when i try to turn it on all's that happens is the battery sign comes on saying low battery i plug it into charge and then it wont move past the apple logo wont do nothing, wont let me put it in restore or disk mode wont connect to my itunes or come up on my itunes on my desktop (XP not Apple) if anyone could help that'd be brillitant thank you. 😀
