I have a USB printer attached to my AirPort Extreme and I can print wirelessly using my iMac but cannot print using my PC that is shared on my network.
Do I have to download an app?

Try downloading and installing Bonjour Print Services for Windows v2.0.2 - Support - Apple on the PC.
Run Bonour to see if it will pick up your printer and install it.
