Clicks don't register sometimes

When clicking buttons, despite the the pointer showing that the button is clickable, when I click nothing happens.


For instance, the new tab button in Chrome lights up when I hover over it. However, sometimes when I click it the click doesn't register. I can click multiple times (without moving the pointer) and it won't register. If I wait a few seconds and then click, however, the click does register and the button depresses and creates a new tab.


This isn't a Chrome issue, though. It happens on other applications.


Also, I don't think this is a trackpad/hardware issue. The problem occurs when I connect a usb mouse and do clicks also.


I noticed that one condition for creating this click issue in Chrome is to click immediately outside the new tab button and then hover over the outer edge of the new tab button and then try clicking.


I've tried a SMC reset and a PRAM reset.
