Hi,
Pre Mountain Lion it was ~/Library/Images/iChat Recents Pictures
The Recents and Linked options it shows in Mavericks are saved from the Login pic in System Preferences > Users and Groups > Your account > Login pic, the My Card in the Contacts app and the Buddy Lists in Messages.
I have spent some time looking for this combined set of pictures but I can't find it.

Nevertheless, no cut option on mine neither...
I'm still unable to remove the recents pictures if I go to Messages > Change My Picture > Recents; however, thanks to you guys I found out why I wasn't able to delete the images on System Preferences > Users & Groups > [click on the picture] > Recents... It was because the lock on the left lower corner was locked. :|

Anyways... Still waiting on a miracle so as to be able to remove the pictures in the Message window. Thanks ya'll! ;D
Perhaps would be just easier if I try therapy to overcome this obsessivenes of mine to try removing those pictures. heh :]

Hey guys, thanks to you all I was able to solve the problem! =D
After I deleted the pictures through System Preferences >Users & Groups etc., I quit Messages as some of you suggested and guess what? No more recent pictures there! No need to log out and stuff; just quit.
Therefore, here is a summary of all our discussion regarding how to delete recent pictures on Message OS X Mavericks (please let me know if it doesn't work):
Step1:
Go to Apple icon > System Preferences > Users & Groups > [unlock on the left lower corner] > [click on the profile/your picture] > Recents > [select the picture(s) to be deleted]* > [press Delete key on the keyboard]; or
Go to Apple icon > System Preferences > Users & Groups > [click on the profile/your picture] > Recents > [select the picture(s) to be deleted] > Edit [from the menu bar] > Cut*
* This option(s) won't let you delete the Linked picture
Step 2:
Go to Messages > Quit Messages
Step 3:
Go to Messages > Change My Picture > Recents [the deleted picture is no longer there]

re Step one.
It can be done in any of the Views of the Recents
i.e. in the Login Pic spot you list or the Address Book Pic in the My Card (Contacts App) and the (Any) Buddy List in Messages (as they now show the same picture).
I would still like to know where the pesky folder is though.

Your answer looks clear now but I interpreted it just like Cheila did, we both assumed you meant menu as the menu of buttons in the actual picture window which just has Edit, Cancel and Done. Since I saw no Cut there and one of your computers is "iMac 24, Mac OS X (10.7)", the logical assumption was that you were seeing that there. So, I simply said, "There is no "Cut" there in Mavericks, maybe previous version had that.", that's all. I don't see the need for your kind of reply to me but thanks for your alternate solution to the delete key.
Just another misunderstanding on a discussion forum, all too easy to happen, people were just not meant to communicate like this. Shakes your hand and says, "Have a nice day".

Believe or not, I had all those pictures of myself added there in Recents because everytime I opened Messages my picture was gone (in other words, when I'm exchanging messages I see my contact's picture but I don't see mine - I used to before Mavericks), which is another problem I'm trying to solve since I do have the picture I want (like) in my Contacts/Buddies. :/
Anyways... That's my next Apple Discussion project. :]
And yes, I still like to know where the pesky folder is too. 😉
Close all opened applications, especially iMessage App.
Open finder, then click 'Go' holding 'option' key. Go to Library > Containers > com.apple.ImageKit.RecentPictureService > Data > Library > Images > Recent Pictures and delete all of them.
Reboot, and you are done.

I have been trying to fix this for the last couple of hours (it seems that it has all changed in OS X10.9) but your solution worked great. (I don't understand why though you can't just hit the delete button on the photo in Message to delete it rather than having to go to User & Groups)
command + delete will remove the pictures
