hi - i have an iPhone 5S new user. when i click on touch id and password, the touch id is greyed out - not able to do anything but set up a pass code? why ?

Because you have to set up a passcode in order to use Touch ID. You cannot have Touch ID activated without also having a passcode activated first.
Still grayed out after creating a passcode?
Using Touch ID is not required but you cannot enable Touch ID without a passcode. If something went wrong with the Touch ID, the passcode is the fallback.
