If people download or save a photo(s) from a Shared Photo Stream I created will I receive a notification or be able to see what they have downloaded?

Not sure I understand your question. By sending the Photo Stream to invited recipients, you are, in essence, giving them equal access to that Photo Stream. That means that they can do the same things you can do - upload, download, comment, etc. It's shared equally between all invited recipients.

If they save a photo(s) to their own personal device (Computer, Tablet, or Phone) will I be notified that they have saved the photo from my stream? In essence: Will I know if they have permanent copies of my photos? (I'm just wondering if I do some editing on a few photos will they have the original if it was first posted to the stream and downloaded before I edited it)
No, you will not be notified.

But remember, all you have to do if you are updating a photo that you already published is to put a comment on the new photo so the people you shared the photo stream with will know that an updated version is there (and actually, I think they would be notified when you add the edited photo anyway, just like you would if they add photos to it).
