If your iPod is not turning on or being recognized by Windows, first try to reset it:

Press and hold the Sleep/Wake button and the Home button until the screen goes dark. The Apple logo should appear after a few seconds, then the Home screen should appear.
If the iPod is not working normally after you reset it, next try troubleshooting the usb connection using this article:

If your iPod is recognized by the computer, try to restore it using the steps in this article:
