I am trying to free storage space but no matter what i do I am not able to do so. I have 64 g on my iPad air, it that I don't have enough storage space to download a movie I have already purchased. It directs me to settings to manage storage but I can't figure out how to free more storage

Why don't you download movie to iTune (computer) and use Home Sharing to play movie on iPad.
Good idea, but I am away from my iTunes computer by about 2300 hundred miles. I don't even where I have used this much storage. I don't really have many videos which I have deleted in order to get more space without success.
Settings>General>Usage>Storage>Delete whatever you don't need.
What is taking all that space (50 G)? I am down to just a few apps and have only 5.9 Gs available.

How much space is used by your Other? You may be able to reduce.

How to Remove “Other” Data from iPhone, iPad and iPod Touch
With an iOS device, the “Other” space in iTunes is used to store things like documents, settings, caches, and a few other important items. If you sync lots of documents to apps like GoodReader, DropCopy, or anything else that reads external files, your storage use can skyrocket. With iOS 5/6/7, you can see exactly which applications are taking up the most space. Just head to Settings > General > Usage, and tap the button labeled Show All Apps. The storage section will show you the app and how much storage space it is taking up. Tap on the app name to get a description of the additional storage space being used by the app’s documents and data. You can remove the storage-hogging application and all of its data directly from this screen, or manually remove the data by opening the app. Some applications, especially those designed by Apple, will allow you to remove stored data by swiping from left to right on the item to reveal a Delete button.

"Other" must have taken up most of the unaccounted space.
It’s generally a combination of local caches from apps, browsers, mail, Messages, Reading List, saved games, app-specific documents and data, notes, and voice memos.
You can backup and restore to reduce "other" but they will start building up over time.
Need to know how to free space so that I can download a movie?
