I only see "the connect to power" page but the devise can not be charged or restared. What do I need to do?

Are you using the wall charger?
Another option. Connect the USB cable to a computer. It may indicate :Not Charging:, however, it will charge, but slowly.

Are you using the power adapter and plugging into a wall socket?

Have you tried rebooting the iPad? Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
