Q: How do I scale pictures for my wallpaper?

So I hate ios7 it makes me angry. Had to get a replacement iPad it automatically came with ios7 after updating from iCloud it's cropping all my pictures I had as wallpapers and lock screens and cutting heads off my pictures.. I try to rescale and the second I take my fingers off the screen it automatically resizes back to what it wants not how I want.. And I can't press "use" if my fingers are still holding the screen. How do I fix this piece of crap?
