iCloud Message advises: "The upload folder for iCloud Photos has been moved or deleted. Use the iCloud Control Panel to pick a new folder." I have used the "repair iCloud" option in Programs and Features. That did not solve the problem. I don't really understand what "pick a new folder" means. HELP!

I have/had the same problem, just started this morning. I tried a system restore to a known good date. I still had the problem so I rolled restored the system to the latest.
Thinking that it might have something to do with priviliges, I reviewed my user account and noticed it was set to "Administrator". On a whim, I switched my user account from administrator to "standard user" and I'll be... the issue dissapeared. I have no idea why. But I thought I'd pass it along.
OOPs. I spoke to soon. I rebooted my computer this morning, the message is back. I have no idea why the message stopped yesterday.
Unfortunately, Apple doesn't know what happens to their brilliant and amazing piece of software, so we can't count on any answer from these amateurs in coding software for PC...
