Safari won't open on iPad

Hey can anyone help me out? My safari on my iPad won't open anywhere period. I looked up how to open it again and they said go to settings click on safari and clear cache but my settings won't even open my safari settings. Anything that has to deal with safari is not opening at all. I need help please, thank you 🙂

Try This...


Close All Open Apps... Sign Out of your Account... Perform a Reset... Try again...


Reset ( No Data will be Lost )


Press and Hold the Sleep/Wake Button and the Home Button at the Same Time...


Wait for the Apple logo to Appear...


Usually takes about 15 - 20 Seconds... ( But can take Longer...)


Release the Buttons...



Also... Check in Restrictions... Settings > General > Restrictions

I am having this same issue, Samurai Jay but my iPhone is included in this mess! I have completely rebooted and even had to set up as a new iPad and new iPhone -TWICE on each device- and still have this problem. It's so bad that I received a text today with a receipt and when I clicked on it to view , a blank page opens and eventually closes. Also, after I've rebooted, force off, set up as a new device, etc... When it asks if I want to use the latest backup to sync and I respond yes, it goes to the apple icon, the bar shows up underneath, the line starts to shade and then it freezes! Any help would be appreciated!!!
