Error code 21 on Itunes when attempting to restore my IPhone 5 due to flashing Apple logo???

I had a flashing Apple Logo and attempted to restore my phone and received an error code 21 on Itunes. My Itunes software is up to date. How can I fix the problem?

iPhone 5, iOS 7.0.4
