Q: iMessage and restrictions

Why does iMessage not work when restrictions are on?  What is it's functionality tied to?

    iMessage should work with Restrictions on. What restrictions do you have activated? iMessage will either use cellular data or wi-fi, do you have anything else turned off? If you go into Settings>Messages>iMessage, is it activated? If you try to use iMessage, what error do you see that makes you believe it is not working?
