How long does it take to reset network settings on an iPhone 4s?

My iMessage wasn't working and my phone wasn't letting me turn it off so I reset the network settings. I was just wondering how long it would take. Mine has been going for almost an hour. On my screen there's the apple logo and the loading bar is less than half way and hasn't moved since it started.
