Double click button, get rid of icons at bottom of screen

On my old ipad (retina display; it was stolen) I could double click that button on the side and it would show me all the apps I'd accessed at the bottom of the screen. I could then delete them. Some one told me that if I didn't do that, my machine would eventually run slower. I can't seem to do that with the ipad air (v 7.0.4).

Does anyone know how to do that? Or does it matter?

Most apps close automatically when you tap the home button and there is no need for further actions. The most noticeable excepts are the music apps which always need the double click and swipe to close. Because a app is pictured when you double click doesn't mean it's open, it's a record of where you've been.
