Hello, i have downloaded OS X Server for mavericks and am trying to set up VPN. I have installed the VPN update and have followed the setup instructions, but keep getting a message saying that the server is not responding when i try to connect. I do not know what to do and any help would be appreciated. Thanks

That didn't work for me either. It originally told me to update it or the VPN wouldn't work so I did that and I went away. I then followed the help instructions to set up the VPN and saved the profile and installed it. When I try to connect though I was getting a message saying that the server didn't respond. I also discovered that if I enter an incorrect password I still get the same message. I do not know if tau has to do anything with it.
And what happens in my case too, is that that the VPN service cannot be shut down. After sliding to Off, it gives no message and automatically slides to On again...
If apple could fix this. I really like OS X server and I haven't really encountered any other problems, just this.

In my case I managed to fix it by means of this article:

And then especially the part about using an old version of Racoon (from Mountain Lion for example) to replace the current defunct one in Mavericks...
I will try it when I get home. Is all i need to do download and run the installer and then try again?
Well, you have to use Apple's own server app update, seeing as the one in the link above will not install.
After that, just overwriting the racoon binary did it for me.
Also, by the way: it might have something to do with the fact that I had some silly trial version of VPN Activator (or something), which also ruined by settings it seems so in addition I also removed the /Library/Preferences/SystemConfiguration/com.apple.RemoteAccessServers.plist file and let it be recreated automatically again by the system.

Not sure what you mean with your first sentence, but concerning the location of the racoon binary, it is located in /usr/sbin (so not usr/bin) - you can get there easily with Terminal. For some reason I could not copy an old racoon binary from my time machine backup (it did not allow for copying) so I opted to use the one from the link above instead.
I found the racoon and changed it but the VPN still does not work! I do not know why, but i am wondering if it is because i am trying to log on from the same computer as the server. The apple tutorials say to use a different hard drive. Any help would be appreciated.
