Device undiscoverable via Bluetooth - iPh4

Hi my iPh4's Bluetooth isn't recognisable. Despite it saying "now discoverable" no device (other iPhones/iPad/laptop/jambox/in car systems etc) ever pick it up. This has been the case for last 2yrs since apple sent me a replacement handset. Any ideas??

iPhone 4, iOS 7.0.1

Correct... See what Bluetooth is used for here...
