How do I activate my new to me Ipad without the previous owner's Apple ID and Password?

I purchased a second hand Ipad 2 on ebay and have no way to contact the previous owner so he can remove it from his Apple account. Is there a way I can bypass his Apple ID and password and activate it with my Apple ID and Password? I have gone through the resetting to factory settings but at the end of the reset/restore process it insists that I enter the Apple ID and Password that was used to activate it. I cannot go pass this step.
