if you backed up your device to a computer running itune store you can  restore your backup to a new ios device connected to the computer

You need to return the iPhone to the country in which it was originally purchased, and then arrange for an out-of-warranty replacement.

Your phone is damaged. You will only be able to get it serviced in the US. You did back it up, didn't you?

You  cannot send your phone from overseas to Apple in the US. You must take it in yourself or have a friend take it in for you. If you did not back up your phone you data is most likely gone.

Take it in to any Apple store in the US. They will help you with an out if warranty exchange.
