You can only download apps from other places if your iPhone is hacked/jailbroken.

No, it's not safe at all and yes, you shoud be worried... any app downloaded from somewhere other than Apple's App Store could very well have malware in it.

Tongbu is a hack to allow for the stealing of paid apps. You should remove it immeidately.

You probably can't detect any virus. If it were my phone, I would restore the device as new, i.e. without the backup. This "should" put the phone in factory condition, although, this may or may not work depending on the hack. Good luck.

It could, yes, since people are hacking the apps and hence you have no idea what sort of payload they might contain. If you haven't downloaded anything from this pirate site, don't. If you have, restore your iPhone to factory settings as Paul suggested.

Forwarding my last message, I deleted Tongbu and all apps downloaded with it.

No. You must restore it to factory settings, without restoring the backup. There's no other way to clear your phone.
If this seems unpleasant to you, keep in mind that 1) the prolonged effects of having malware on your phone would be far worse, and 2) you brought this on yourself by engaging in software piracy.
