How do I sign up for an iCloud account on my PC? I have downloaded the control panel but when I try to login I get an error telling me my apple id is valid but it is not an icloud account. I see instructions for an apple device or MAC but not a PC.

I am a PC user

You can only create the account on a Mac or an IOS device. Then you can use it on your PC.
