I have an iPhone 4 CDMA that has had its service terminated and would like to re activate it on a new carrier with a new mobile number I don't have any info on the previous owner

Also the CDMA iPhone 4 was specificly for Verizon. You will not be able to activate it on another carrier.
A CDMA iPhone 4 can not be unlocked. it can only be used on the carrier it was sold for in the first place.
