how would you generate moving tv static - white noise?

Hey guys and gals - been searching, but with no success, to try and find out the best way to make moving white noise / tv static.

Anyone got any suggestions at all?

why generate the noise at all?
do you have access to a tv / VCR with a receiver? digitize the video output while the tv/VCR is tuned to static.

if you have a VCR that allows you to disable the "blue screen" when you have no signal...you could try playing a blank VHS tape for a different type of noise.

if that's not an option, i can try to think up a combination of effects, but sometimes practical effects are the most effective.
