iPod shuffle VoiceOver not working?

Recently got an iPod shuffle. I have just started using it, but when I click the VoiceOver button nothing happens, same when I double click it. The only time if works is when I hold it down and it says "all songs". Does anyone else have this problem or know how to fix it? Thanks!
