No, GarageBand iOS and GarageBand Mac are completely different programs, and are written for completely different operating system. You cannot run GarageBand iOS on a Mac, so you you need to buy both.

GarageBand 10.0.1 can be bought for free, but you will want to buy more instruments and loops to extend the basic set - there is an in-app purchase: http://support.apple.com/kb/HT6031

I see that Garageband on ipad has possibility to save music-file on cloud, I have open Garageband on Mac and work with open music-file on cloud or import file from Garageband for iOS.

What is difference of this two choose?

music-file on icloud: If you save your Music file in the cloud on your iPad, you will need an internet connection to be able to access it, when you want to continue working with it. But your Mac will be able to open it without syncing your iPad with the mac.

import file from Garageband for iOS: The second option applies to GarageBand songs you synced to your computer by sharing the GarageBand song to iTunes. This way you download the song to your computer by connectng the iPad using USB and then save the song to your disk.

Share GarageBand songs

Send a GarageBand song to iTunes

  • Tap My Songs, then tap Select.
  • Tap the song you want to send, then tap the Action button User uploaded file.
  • Tap Share Song via iTunes.
  • Do one of the following:
    • To send the song as a GarageBand song, tap GarageBand.
    • To send the song as an audio file, tap iTunes, then tap Share.
After you tap the iTunes icon, you can choose the quality of the file GarageBand sends to iTunes. You can also add artist, composer, and title information that appears in iTunes.
  • Sync your iPad with your computer. In iTunes, the exported song appears in the Documents list in the File Sharing area when GarageBand is selected.
  • Do one of the following:
    • Drag the song from the GarageBand Documents list to the Finder.
    • Click Save As, navigate to the location where you want to save the song, then click Save.

You can open the GarageBand song in GarageBand on your Mac, or play the audio file in iTunes (or any compatible audio application) on your computer. GarageBand songs cannot be opened on a Windows computer.
