Which app was it. Did you try to buy an OS X app for your iOS system?
You should have received an emailed receipt for the purchase. Use the Report a Problem link for the app to make your request.
Apple considers all sales final. What app? Why do you think it no longer exists?

I bought a German magazine subscription from Burda publishing house. I could not download it, therefore I contact the customer service of Burda. They were very surprised that I could buy this App, because they change it for another App a few month ago and they asked me to contact ITunes Store and to cancel the purchase. also I cannot find my ITunes account on my Ipad
