Can't change my country/Region HELP!!!!!

I change my iTunes Store to the uk to see some music but now I want it back to Australian and I know how to change it back but it's says I can't change till I empty my store balance and I have 27c in there, how do I empty my balance

iPhone 5, iOS 7.0.4

You can try contacting iTunes Support and ask them if they can remove the balance from your account so that you can change countries : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
