Q: am trying to restart my 4s phone but screen says it in restore mode but want let me access phone or restore it via cable

i have just changed battery on phone but can not get to turn phone on have screen when plug in to charge with i tunes picture but have tried to restore through laptop but comes up with error 21

iPhone 4S, iOS 7.0.1
