Must you have to have an Apple TV ? Our TV is Samsung

Our home TV is a Samsung and I am wondering why using Airplay must require an Apple TV for it to function correctly. My reading of the subject is not very clear, but there is certainly an indication that you can only use an Apple TV. My own view is that all you require for the Airplay to work is that the secondary device has WiFi ability
