The phone doesn't record voice mail messages at all. That's done by your carrier. Voicemail is a carrier feature. Contact your carrier.

Most voicemail issues are dealt with by the cellular carrier and that is where the recording resides rather than on the phone. The following has some things you may troubleshoot in addition to contacting your carrier: http://support.apple.com/kb/TS4430
Thanks for the replies. I did check out the carrier and read a FAQ about "soft booting" -turning the phone off and then on again. Previously that didn't do anything. This time I turned the phone completely off for 5 minutes. When I turned it on again, everything was restored. The length of time being turned off made all the difference.
