Is there a way to keep the home screen zooms without having the annoying moving background?

I'm not a fan of the background moving around when I move and the picture being zoomed, but I DO like the way the home screen and apps zoom in and out. Is there any way to keep one without the other or do I have to suffer the background motion if I want the zooms?

iPhone 5s, iOS 7.0.4

At present, you get both at same time. No way to have one without the other.
