What messages might you mean -- there is a huge difference between iMessages and SMS text messages.

Your iPad is not a cellular telephone.  It has no ability whatsoever to deal with SMS text messages that are sent through your cellular carrier.

Your iPad can deal with iMessages - messages sent to/from other Apple devices (only) that are typically sent over WiFi.

If you're talking about iMessages, try the following. Turn off iMessage on all of your devices. Turn it back on on your iPhone. Wait until it activates completely. Then, sign back into iMessage on your iPad using the same Apple ID.
