Ok, so I just bought my 2nd thunderbolt display yesterday and with it sitting next to my "old" one (bought in August of 2013) the new one is about 1/2 an inch taller than the old one? Has anyone noticed this? Can I expect this with every display I buy or is this a mistake?

Perhaps the stand is not installed correctly. They should be the same height.

It can be removed but kind of tricky. First I would go to the store and measure a display unit and compare to the one you just got. If not the same I would return your display and exchange for another one. The display should be 19.35" tall which is what mine measures and that is the stated spec..
