The Bluetooth on iPad is meant for earplug, headset, keyboard, car hands-free set and speakers.

If you want to share files, try Dropbox.

Bluetooth is mainly for use with headphones and keyboards on iOS devices, not for transferring content. Depending upon what you want to transfer then you can either sync via your computer's iTunes (via cable or wifi), or some apps allow transfer to/from another computer or device via your wifi network.
