In the list of programs to remove I had to add iCloud in order to get the "C:\Program Files (x86)\Common Files\Apple\" folder cleared as the instructions recommended.

That is a new message for me. Would you mind posting a screenshot? You could try going into the Programs and Features control panel and repairing the iTunes install.

Here is what I have found will work in almosyt all cases and the important thing is not to lose your playlist. The library is not that hard to reinstall but I hate to lose my playlist that I have created. Hope this helps and it is not as bad to do as it may seem:
Itune Library Problems:
If while doing an update the update fails and you get a msvcr80.dll error message then the best solution is to do a system restore to an earlier date. Go to Start-all programs - acessories - system Tools - System Restore (choose a restore date as close to the present days date as possbile)
Then reboot
Then follow the below:
If Itunes has to be removed and reinstalled:
Go to windows explorer - (Go to Start-all programs - acessories - system Tools - windows explorer)
Go to My Music
Go to Itunes
Copy the ituneslibrary.xml to desktop or file
Move ituneslibrary.itl to trash bin
Go to control panel and uninstall all apple software
Reboot machine
Go to internet and reinstall
Quicktime
Itunes
On both do a save as and put in downloads folder
Run
Quicktime
Itunes
From download folder
After itunes successfully installs
Open itunes
Go to – file-library-import playlist – find the ituneslibrary.xml file you copied previously
This will import the music and all previous playlist

However the advice to copy the file from one path to the other may be wrong. I was discussing a similar issue regarding a Quicktime library yesterday and there should be only one, up-to-date copy, in the correct folder. Copying the new one across might be a temporary fix, but the next update could break it again as only one copy would be updated, not necessaily the one that iTunes calls on.
Looking at my system it would seem that the correct path is:
C:\Program Files\Common Files\Apple\Apple Application Support
which would be
C:\Program Files (x86)\Common Files\Apple\Apple Application Support
on a 64-bit system.
These are the details of my copy:

DO NOT DO THIS!!!!
As mentioned above the library is not affected by uninstalling and reinstalling iTunes. If there is an issue loading the library that should be dealt with separately. Often a pre-upgrade copy of the iTunes Library.itl file can be brought in from the Previous iTunes Libraries folder. Importing the XML, when the library didn't even need deleting, is unnecessary advice.

Jan 25, 2014 10:44 AM in response to turingtest2by doug hoyer,Just wanted to say thanks for the tip, removing Bonjour, Software update, Mobile device support etc. and then reinstalling the new itunes worked for me.
Now if I could just figure out how to give you points.
(Windows 7 64
after Itunes update, Itunes would not start because Mobile service would not start. )
Anyway, I'm all good now.

CoreFoundation.dll is missing from your computer. This may not help those who need MobileMe. I uninstalled
MobileMe and now I don't get the Error message anymore.My computer rebooted fine and iTunes works fine with
no loss to my Library which is a great relief. The upgrade installed MM which seems to have caused all the
problems.
