iPhone services on iPad.

I want to use my phone services like calling and texting through my iPad with my iPhone 4 SIM card how can I call. Is there an app available for that?

iPad 4-OTHER, iOS 7.0.2

The iPad has no native calling or SMS (texting) capability. You would need to download suitable Apps, such as Skype for calling and Text+ for SMS texting.

With these apps can I link it to my real phone number so I can also receive the call or text on my iPad?

I'm not certain about texting apps, but you can not do that with Skype or other such Apps. With Skype, you will need to create an account using an email address to register. There is no associated phone number. These such Apps, although useful, are in no way a replacement for a regular phone.
