Apps in Green in 'use cellular data for..' cannot be turned off?

Why does an app in 'use cellular data for..' keeps on going to Green eventhough I already swiped it off? It keeps coming back.

iPad, iOS 7.0.4, 32GB Wifi + Cellular LTE
