If your iTunes account is disabled then you might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'

You might then need to log out of your account on your iPad by tapping on your id in Settings > iTunes & App Store and then log back in so as to 'refresh' the account on it

Just noticed that you give your location as Iran. As there isn't an iTunes store in Iran then presumably you are using another country's iTunes store, which is against the terms of use of each country's store. Until if/when Apple open an iTunes store in Iran then you won't be able to buy/download iTunes account.

If you are in Iran as the location next to your id shows then you can't, Apple doesn't currently have an iTunes store in Iran, and you can't use the store for a different country (you need to be in a country to use its store) - until Apple open an iTunes store in Iran then you can't have an iTunes account or download iTunes content.
