Settings > General > Accessibilty > VoiceOver > Turn switch to OFF (white side showing)

Another way of ridding of voice over is to hold down the home button until 3 options pop up, then all you need to do is doubble tap the one saying voice over.

VoiceOver can be turned off as noted above. VoiceControl, on the other hand, cannot. You can either have VoiceControl active or Siri but not nothing.

I am able to avoid voice control from listening to music by starting the song before pluging in my head phone.
