What about doing this in Mavericks?

I tried to do this in Mavericks, but the /security folder seems to have disappeared from /Library.

OS X Mavericks (10.9.1)

Under System Preferences > Security & Privacy, you can check "Show a message when the screen is locked" and enter the message there.
