Just got a new iPhone 5s and I was wondering if you knew how to transfer my photos that are on my iCloud account back to my phone

If you are talking about your Camera Roll photos, you would do a restore from your iCloud backup:

If you are talking about your iCloud Photo Stream, then you just need to sign your iCloud account on under Settings>iCloud. Once you are connected to Wifi, the Photo Stream will download to your device. It may take a bit of time, so be patient.

I still can't find the restore in my settings under I cloud. I think I'm logged into my I cloud account. Not very good on this phone. I am getting into my settings then I cloud. I can find the back up but nothing on the restore. Anything else I could try?

In the article I posted the link for, there are instructions on how do restore from backup. If you have logged onto iCloud on your device, and you can see a backup listed, then you need to then erase your device, and set it up to restore from backup:
Settings>General>Reset>Erase all Content and Settings (this will clear off your device and start you from scratch)
You then go through the Setup Assistant and go to "Set up your Device", and tap Restore from a backup
You would then sign onto iCloud again with your iCloud account and select "Choose Backup"
Choose the backup you want to restore from and it will put all of your previously backed up data onto the phone
